Singapore Customs unveils a new supply chain security programme for the trading community – Secure Trade Partnership Programme (STP) to strengthen and safeguard the security of supply chain operations. The Minister of State for Finance and Transport, Mrs
Lim Hwee Hua, launched the STP at a ceremony on 25 May 2007. Eight companies including Poh Tiong Choon Logistics Ltd have been certified under the STP after successfully completing the pilot-run of the programme.

About STP

The STP is a voluntary certification programme administered by Singapore Customs that encourages companies to adopt robust security practices in their trading operations, thereby contributing to the improvement in the security of the global supply chain. Through the programme, Singapore Customs seeks to protect the integrity of the supply chain and prevent disruptions to the smooth flow of goods. The STP spells out a set of security guidelines and goals to guide the development, implementation, monitoring and review of the security measures by different players in the supply chain. These include suppliers, manufacturers, warehouse operators, transport carriers and terminal operators. Full details of the STP Guidelines are enclosed at Annex A.

Commenting at the launch of the STP, Mrs Lim Hwee Hua said, “In today’s global trading environment, it is not only important for Singapore to be efficient and well-connected, but also necessary to be secure and trusted. The Secure Trade Partnership Programme will help maintain Singapore’s position as a trusted trade hub.”

The Director-General of Customs, Mr Teo Eng Cheong, said “Every player in the trading community has a stake in a secure and resilient total supply chain. We would therefore like to see more companies certified as our STP Trusted Partners.”

Companies that apply for certification will have their internal policies, processes and procedures assessed against the STP Guidelines by Singapore Customs. The STP certification will serve as a testimony that companies have adequate internal security policies, processes and procedures to keep their supply chains secure. More information on the STP can be obtained in the enclosed information handbook (Annex B) or from the Singapore Customs website at www.customs.gov.sg.

Benefits of STP

Companies that have adopted robust security measures will benefit from increased visibility of goods in the supply chain, reduction in pilferages and greater efficiency in their supply chain management.

In addition, companies certified under the STP will be recognised as trusted partners of Singapore Customs and enjoy the following benefits:

Cargo less likely to be inspected,

Recognition as a low risk company i.e. enhance branding, and

Reduced inspection/expedited clearance overseas should certified status be also recognised by overseas countries.

Companies Certified under STP

The pilot batch of eight companies which have been certified under the STP are as follows:

APL Co. Pte Ltd

Hewlett-Packard Asia Pacific Pte Ltd

Background of the STP

The establishment of Singapore’s very own national supply chain programme was first
announced by Deputy Prime Minister Professor S Jayakumar in a keynote address made at
the First APEC Symposium on Total Supply Chain Security on 6 July 2006. Singapore
Customs has been designated as the national authority for the STP. Its responsibilities
include validating and certifying companies under the STP; serving as the focal point for all
local and international enquiries; and conducting industry outreach and public awareness
programmes on supply chain security.

Tang Dynasty City could be turned into Shaolin-themed resort

Homepage > Newsroom > Tang Dynasty City could be turned into Shaolin-themed resort

ZHENGZHOU (HENAN) – THEIR iconic orange robes, staunch devotion to Buddhism and legendary martial arts skills are famous the world over.

Now, there are plans to bring the 1,500-year-old Shaolin Temple legacy and culture, as well as its famed warrior monks, to Singapore in the form of a new tourist attraction, possibly based at the now-defunct Tang Dynasty City in Jurong.

Nothing has been firmed up, but the idea is to build a ‘holistic lifestyle holiday retreat’ where tourists can immerse themselves in the Shaolin way of life through meditation, Buddhist culture, traditional Shaolin wellness therapies and treatments, as well as martial arts performances by the temple’s monks

The holiday retreat could also include a hotel with 300 to 400 rooms, a Buddhist temple and performance facilities, according to Mr Poh Choon Ann, chairman of Poh Tiong Choon Logistics, one of three Singapore companies spearheading the venture.

The logistics and investment company is teaming up with Siloso Beach Resort and Straco Corporation, a tourism development company which has tourism projects in China such as the Shanghai Ocean Aquarium.

Today in Zhengzhou, the heads of the three companies will sign an agreement with Shaolin Temple abbot Shi Yongxin to explore the feasibility of the project.

More investors could be roped in later, said Mr Poh, who is in China as part of a business delegation of 20 Singapore companies to attend the Central China Expo, where Senior Minister Goh Chok Tong spoke yesterday.

If successful, the vacation village could breathe new life into Tang Dynasty City, which closed its doors in 1999.

Built at a cost of $100 million, the 12ha theme park was a re-creation of the Tang Dynasty capital, Chang-An, when it opened in 1992.

But high admission charges, lacklustre attractions and the 1997 Asian financial crisis, which saw tourist arrivals plunge, all contributed to its closure.

Efforts to revive the theme park fell through in 2001.

In 2004, it was a movie set for a Singapore-German collaboration, House Of Harmony, starring Fann Wong.

Mr Poh said the group has yet to submit a development proposal to Singapore Leisure Industries, which owns the site, but hopes to do so in about three months, after further discussions with Shaolin Temple.

The vacation village will be the first such overseas venture for the Shaolin monastery, which was built in AD 495 in Dengfeng county in central Henan province.

It is commonly regarded as the birthplace of Chinese gongfu.

Discussions between the Singapore companies and Shaolin Temple began in the middle of last year.

‘Singapore has two integrated resorts. Our idea is to build a ?spiritual’ integrated resort,’ said Mr Poh.

‘The temple’s previous abbot was keen to take the Shaolin brand international. He is very interested in Singapore and using it as a gateway to the rest of the world.’

Opening of Stolt Container Terminal at Jurong Island

Homepage > Newsroom > Opening of Stolt Container Terminal at Jurong Island

27 Jan 2005

Speech by Dr Vivian Balakrishnan, acting Minister for Community Development, Youth and Sports, and Senior Minister of State for Trade and Industry, at the official opening ceremony of Stolt Container Terminal at Jurong island on 27 January 2005 at 11.15 am

Mr Niels Stolt-Nielsen, CEO, Stolt-Nielsen S.A.
Mr Poh Choon Ann, Chairman & CEO, Poh Tiong Choon Logistics
Distinguished Guests
Ladies and Gentlemen

It is a pleasure to join you this morning, for the opening of the Stolt Container Terminal on Jurong Island. To our guests from overseas, a warm welcome to Singapore.

There are more than 70 global chemical companies operating on Jurong Island. Consequently, dedicated logistics services, such as those provided by the Stolt Container Terminal, are very valuable.

There are several state-of-the-art logistics facilities on Jurong Island. They include Poh Tiong Choon's Chemical Logistics Complex, the terminalling facilities of Vopak and Oiltanking, and Katoen Natie Sembcorp's silo facility. This does not include the dedicated logistics facilities controlled by the manufacturers, refineries and power plants on the island.

We believe there is much room for growth in third-party logistics (3PL) services on this island. Consequently, we started Banyan Logispark in August 2003; dedicating it as an integrated chemical logistics and transhipment hub. Banyan LogisPark provides a comprehensive "one-stop shop", servicing companies on Jurong Island and customers by using Singapore as a transhipment and distribution hub. In the past year, we have seen tremendous interest in Banyan, driven by a combination of a recovering chemical sector, and increasing trade flows passing through Singapore. Recently, both Vopak and Horizon Terminals announced their new terminal projects in Banyan.

It is also interesting to see the new business models that are evolving. Increasingly, we are seeing closer collaboration between the various players in the logistics value chain. Shipping companies are working with 3PLs to offer a single solution to customers, while 3PLs are leveraging their complementary facilities and strengths to create new value for shippers. Shippers, on the other hand, are also more proactive in providing feedback and influencing their service providers on the facilities and services they would like to have.

Stolt-Nielsen Transportation Group is a good example of a company that has selected Singapore as its Asia-Pacific hub. I am very pleased to know that the company has enhanced this role through the establishment of the regional tank container depot. That Stolt-Nielsen has done so in cooperation with Poh Tiong Choon Logistics, a homegrown 3PL, is further testament to the intrinsic value that Singapore brings to international investors. The synergies between PTC Logistics' warehouse and Stolt-Nielsen?s depot will create new and exciting value propositions for their customers.

I congratulate Poh Tiong Choon Logistics and Stolt-Nielsen Transportation Group on this project and wish you every success in your new venture on Jurong Island. Thank you.
